Minister of Justice Rita Tamašunienė: Lithuania seeks consistent improvement of its penal enforcement system

Representatives of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Lithuania.

After meeting with experts and visiting the detention facilities of the country, the CPT will make recommendations and proposals for Lithuania regarding the protection of the rights of persons held in the inspected detention facilities. Its findings are usually presented to the states within three months following the visit.

According to the Minister of Justice Rita Tamašunienė, the recommendations of the CPT are an important tool for ensuring the protection of human rights in detention facilities and for strengthening a transparent and modern penitentiary system. 

“Lithuania appreciates the observations and proposals of the CPT, which help improve the system consistently. We will continue to strive to ensure humane conditions of detention, the effective resocialisation of convicted persons and the compliance of the penal enforcement system with the highest standards of human rights, stressed Vice-Minister of Justice Martynas Dobrovolskis, who participated in the meetings with the experts.

The mandate of the CPT to assess how our country safeguards the human rights of persons with restricted liberty is provided for in the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, which entered into force with respect to Lithuania on 1 March 1999.
