Minister of Justice Rita Tamašunienė met with Ambassador of Ukraine Olha Nikitchenko
Minister of Justice Rita Tamašunienė met with Olha Nikitchenko, Ambassador of Ukraine to Lithuania, to discuss Lithuania’s support for Ukraine, the ensuring of international legal accountability for russia’s aggression, the mechanisms of compensation for damage, and bilateral cooperation in the field of justice.
The Minister emphasised that consistent support for Ukraine is one of the most important priorities of both the Programme of the Government of Lithuania and Lithuania’s Presidency of the Council of the European Union.
“We are making every effort to ensure that Ukraine receives the support necessary and that the aggressor is held fully accountable for the international crimes. Ukraine needs help today, which is why we are consistently urging countries in the international community to take concrete and meaningful action,” said Minister Tamašunienė.
The meeting paid much attention on the establishment of the Special Tribunal for russia’s Aggression against Ukraine. The Minister stressed the need to complete as soon as possible the national procedures required for the entry into force of the Enlarged Partial Agreement on the Management Committee of the Special Tribunal.
“There must be no doubt that the aggressor must be held accountable for its actions. Lithuania was one of the first countries to join the Enlarged Partial Agreement on the Management Committee of the Special Tribunal and we will therefore continue to actively encourage our international partners to ensure the smooth implementation of this process,” the Minister noted.
The issue concerning the mechanism for compensating for the damage caused by the russian aggression was also discussed. Lithuania urges the states to ratify the Council of Europe Convention establishing the International Claims Commission for Ukraine. This Commission will consider and deal with claims for compensation for the damage caused by the russian aggression and will make decisions on compensations.
The Minister informed that she plans to raise these issues at the upcoming meeting of the Council of Ministers of Justice of the European Union in Luxembourg and to urge the Member States to contribute more actively to the implementation of the international mechanisms of accountability and damage compensation.
The meeting also discussed practical cooperation between the institutions of Lithuania and Ukraine in criminal and civil matters. The Minister noted that, despite the difficult conditions of war, legal cooperation is intensive and smooth.
The Ministry of Justice has also initiated the formation of a working group to assess the legal framework related to activities of pre-trial investigation, the prosecutor’s office and courts under wartime conditions. The practical and legal experience of Ukraine is of particular importance to Lithuania in this process.
